Is this a multiprocessor/multicore box? Or is top just confused?
I've run into the latter before, when there is a mismatch between the version of top and the version of the kernel. I've also seen the former, and it looks more or less exactly like what you've got there.

Single processor, single core. I am not aware of a version mismatch but that's a good idea, I'll check.

Or, maybe it just wants to give better than 100%.
