Those or essentially identical orders date back to the early cold war. At that, they represent at least an attempt at honesty...most if not all of those powers were just assumed during the First and Second World Wars, the Depression, the Civil War, and the Red Scare (the real one, around the turn of the century, not that annoying McCarthy in the 50's).
Somehow, we muddled though anyway.
