Stun guns are acceptible interrogation tools?

I don't know what the guy down on the floor is accused of. I don't know if he's Alqueda or a college student. I do know the interrogator straddles the chest of the man on the floor and applies the stun gun against his face/neck area, while shouting "Rights? I am sick of hearing about your rights", while the mans back arches.

BTW, can anyone identify the interrogators accent?
