I used to live in DC. Baltimore shouldn't be too far from the nice Delaware beaches either - Rehobeth, Bethany, etc. I've camped at Cape Henlopen State Park a few times and it was nice too. The campsites were a ways back from the beach, but you could easily walk to the beach and it was really un-crowded.
