on 2007-05-22 04:55 am (UTC)[the president will make these items his primary focus in the event of a qualifying emergency:]
...(e) Protecting against threats to the homeland and bringing to justice perpetrators of crimes or attacks against the United States or its people, property, or interests;
[and]
(g) Protecting and stabilizing the Nation's economy and ensuring public confidence in its financial systems; and
(h) Providing for critical Federal Government services that address the national health, safety, and welfare needs of the United States...
The first might be used as a way to circumvent the judicial system.
The second may be a way to take over all banking and financial systems within the US.
The third might be a way to shut down the Legislative branch by declaring them non-critical and cutting funding...
Now, the paper itself regularly states that it will attempt to work in tandem with all branches and requires that they prepare their own continuation policies as well as limiting itself to the protection and regulation of the constitution...
I don't like it. I don't like where it leaves us. I think it should be more attached to the controls of the checks and balances, such as the "single National Continuity Coordinator" being approved by the congress or a board of three members selected by the three branches to preserve their seperate operrations. What do you think?
