Bush's May 9th "Emergency Powers" directive neatly sidesteps Congressional checks and balances.

"A Congressional Research Service study notes the National Emergency Act sets up Congress as a balance empowered to "modify, rescind, or render dormant" such emergency authority if Congress believes the president has acted inappropriately.

But the new directive appears to supersede the National Emergency Act by creating the new position of national continuity coordinator without any specific act of Congress authorizing the position, Corsi says.

The directive also makes no reference to Congress and its language appears to negate any requirement that the president submit to Congress a determination that a national emergency exists."

Here is the White House publication of the directive,
NATIONAL SECURITY PRESIDENTIAL DIRECTIVE/NSPD 51 & HOMELAND SECURITY PRESIDENTIAL DIRECTIVE/HSPD-20
which defines emergency conditions as follows:

"(b) "Catastrophic Emergency" means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions;
...
(d) "Continuity of Operations," or "COOP," means an effort within individual executive departments and agencies to ensure that Primary Mission-Essential Functions continue to be performed during a wide range of emergencies, including localized acts of nature, accidents, and technological or attack-related emergencies;

In addition to existing FEMA camps that are being refurbished and refenced, in 2006 KBR/Haliburton received a $385 million contract to build more, in the event of such an emergency.
"ICE spokeswoman Jamie Zuieback told Corsi the primary intent of the contract was to build temporary detention facilities that could be used in the event of a mass migration crisis, but she confirmed the facilities could be employed in national emergencies, including natural disasters."

Don't you love how it's all coming together?

I'm really creeped out. The conservative talk show hosts keep saying over and over "it's going to take another 9-11 before the people will give the president the backing he needs", like "wink wink, nudge nudge, lets git-r-done". They stop short of calling for it, but I swear they are hoping for another attack. Something that will really let the authoritarian forces railroad any and all who oppose them, something that will tilt the balance of power towards those with the guns.

Many of the same talk show hosts are declaring their support for torture of "our enemies", though when they say it I definitely hear "their enemies". And our government certainly isn't shy about it. Do I sound paranoid? Probably? Am I? Definitely. There is a whole lot of preparation going on for something, something that involves detaining thousands on our own soil. Let's just assume another Katrina, 9/11, earthquake, or what have you hits. What if this directive is put into effect? I get the feeling that there are some just waiting for an excuse. It comes down to this... one, single man will have all the power. That man is President Bush.

Do you trust him?

In that world, how much "dissidence" will be tolerated? Remember, those who disagree with the president's policies are being called traitors in many circles.

Do you think your opposing opinions will be safe in such a world?

Do I trust him? No way. But I'm trying to trust the Legislative branch of our government. You're making it hard for me. :(

To say that I am unimpressed with the legislature is an understatement, the Dems in particular. I feel that they rolled over on Iraq in exchange for some social program funding.

jeezopeetes!! I don't get freaked often, but considering all the weird dreams I've had in my life about mass disaster and similiar things, with government going haywire, seeing it happen again and again in history, well, yeah, we should be prepared! I'm paranoid too, always have been, but I wouldn't be if I weren't given so much damn good reason to be! Well, considering I'm not going to be of much good use in a battle, and I'd likely end up being a traitor, I best start thinking of an escape route. Seriously. Northern border is at most two miles from me, so when things go haywire I'll be exploring Canada.
